Application For Certificate Of Eligibility(COE)

APPLICATION FOR CERTIFICATE OF ELIGIBILITY is the procedure that a recipient organization (person) in Japan should take prior to inviting a non-Japanese person from overseas.
Certificate of Eligibility is also called "COE" for short.

The most fundamental procedure required for a non-Japanese person to live in Japan is an immigration procedure based on residency status. This status is the legal framework required for a non-Japanese person to stay, live, work, study, etc. in Japan, and the requirements for determining residency status are defined by the law called the Immigration Control and Refugee Recognition Act.
Obtaining COE prior to entering Japan makes it easier to acquire a visa at a Japanese embassy. As well, it quickens the immigration procedure, including simplified immigration checks, and therefore residency status is usually granted more swiftly.

*There are two types of procedures to acquire a visa or residency status. One is an APPLICATION FOR CERTIFICATE OF ELIGIBILITY that is submitted to the local immigration bureau by a person/organization who invites a non-Japanese person to Japan. The other one is an APPLICATION FOR PRIOR CONSULTATION ON VISA (査証事前協議申請) made by a non-Japanese himself/herself at a Japanese embassy overseas. APPLICATION FOR PRIOR CONSULTATION ON VISA (査証事前協議申請) requires an enormous amount of time for inspection, and therefore an APPLICATION FOR CERTIFICATE OF ELIGIBILITY is used more often.
